On the 2008 Chevy Suburban with the 5.3L engine, the P0016 is pointing to a problem with the Camshaft/Crankshaft correlation. There are a couple of things that can set this code. First, the ignition timing will need to be checked. Set #1 cylinder to TDC and then check the timing chain alignment marks and make sure they are aligned correctly. Even the slightest bit off here can set this code. If the ignition timing is correct, then the problem lies in the Camshaft Position Actuator Solenoid. This solenoid advances/retards the ignition timing to provide the best performance and fuel economy for any given driving condition. On this vehicle, the solenoid and the actuator magnet are usually replaced at the same time. The solenoid and magnet are located behind the water pump. To gain access the water pump will first need to be removed. Inspect the electrical connectors and wire harnesses for any loose, broken or damaged wires. If no problems are found, replace the Camshaft Position Actuator Solenoid and actuator magnet.
