On the 1999 GMC Safari, the P1351 is a fairly straight forward code that points to a problem with the Ignition Control Module. The ICM is located on the top, passenger’s side of the engine, just behind the Alternator. Carefully inspect the electrical connector and wire harness for any loose, broken or damaged wires. If the inspection checks ok, replacing the Ignition Control Module should solve the problem.
